„…am redactat acest memoriu pentru a va aduce la cunoştinţă neputinţa Statului Român, stat membru al Uniunii Europene, de a își îndeplini obligaţiile şi de a asigura aplicarea dispoziţiilor Constituţiei României şi ale Dreptului European faţă de toţi cetăţenii săi, în mod egal, datorită corupţiei şi implicării unor persoane cu funcţii politice ori de conducere a unor instituţii sau autorităţi de stat, precum şi a unor ofiţeri din serviciile de informaţii, acţiuni determinate de interese personale ale acestora, în detrimentul siguranţei naţionale, a mediului de afaceri şi a intereselor şi drepturilor legitime ale simplilor cetăţeni, cu consecinţa nerespectarii drepului de proprietate si a prejudicierii semnificative a patrimoniului privat dar şi a bugetului de stat, intr-un mod sistemic, concertat si dirijat.”
